What Decides Who Gets Water
Two towns can sit the same distance from the same river and have completely different water situations. Rainfall explains part of it, but only part. The rest comes down to money, laws, borders, habits and history — which is exactly why this is an ESS topic and not just a geography one.

Water security means having access to enough safe drinking water.
It is essential for sustainable societies: without it, health, agriculture and industry all deteriorate quickly.
Availability is shaped by social, cultural, economic, political and geographical factors.
Those same factors decide equitable access — how fairly the water is shared between and within societies.
Physical availability is not the same as access. A region can be wet and still have people without a safe supply.
The factors are interconnected. Real shortages almost always have more than one cause.
Water security, and why it matters
Water security is straightforward to define and easy to under-explain in an exam. It is not just “having water” — it is having enough, reliably, and safe to drink.

A society without it cannot keep going. Human health declines, food production falls because agriculture is the biggest water user of all, and industry stalls. That is why water security is treated as a foundation of sustainability rather than one issue among many.
Alongside it sits equitable access: how fairly that water is distributed. A country can have plenty on average while some of its people have almost none — averages hide the inequality, and questions on this topic often want you to say so.
The five families of factors
Students almost always reach for climate first. Examiners are looking for the other four, because those are the ones that explain why two places with identical rainfall can be so different.
Social factors
Population growth — more people means more demand from the same supply. India’s rapid growth is straining its water resources.
Population density — crowded regions concentrate demand for domestic, agricultural and industrial water in one place.
Urbanisation — cities need very large volumes delivered reliably to one point.
Living standards — the higher they are, the more water each person uses. The average person in the USA uses far more per day than the average person in a low-income country.
Cultural factors
Attitudes to conservation — societies that value saving water manage supplies better. Parts of the USA keep water use high through repeated droughts because conservation is not a priority.
Consumerism — heavy demand for manufactured goods and processed food means heavy water use behind the scenes.
Traditional agriculture — some long-established farming methods use water far less efficiently than modern ones.
Attitudes to pollution — where pollution is tolerated, water bodies become contaminated, and contaminated water is not usable water.
Economic factors
Level of development — wealthier nations can invest in water infrastructure and management. Poorer countries often cannot build or maintain those systems.
Investment in infrastructure — reservoirs, dams, canals, pipelines and treatment works all raise both availability and safety.
Industrial activity — industry is a significant consumer and competes with households and farms.
Agricultural needs — farming is the largest user of all. In Egypt a large share of the Nile’s water goes to irrigation.
Political factors
Government policy — laws decide how water is distributed and how clean it has to be. South Africa’s National Water Act is written around equitable access and meeting basic human needs now and in the future.
International agreements — rivers cross borders, so shared basins need cooperation. The Nile Basin Initiative brings several countries together to manage one river.
Conflict and instability — war and political breakdown disrupt supply, damage infrastructure and displace people away from the water they had.
Geographical factors
Location — being near a large river, lake or aquifer helps; arid and semi-arid regions start with far less.
Climate — high-rainfall regions such as the tropics and many coasts have more fresh water than deserts do. This links straight back to the circulation cells in Topic 2.
Topography — mountains often have better supplies, because they receive more precipitation and because glaciers and snowpack act as natural reservoirs that release water gradually. Flat, low-lying land can struggle.
Notice how many of these are about getting water to people rather than having water. That distinction is the whole point of the next diagram, and it is the difference between a 3-mark answer and a 6-mark one.
Available is not the same as accessible
Water has to survive a whole chain of steps before it reaches a household. Break the chain anywhere and the rainfall figure becomes irrelevant.
This is why “it does not rain much there” is only ever half an answer. The other half is what a society has built, funded and agreed to share.

Step 1: the definition
Water security is access to sufficient amounts of safe drinking water.
Step 2: what fails without it
Human health and wellbeing decline, and agriculture and industry cannot operate.
Step 3: the sustainability link
A society that cannot meet its basic water needs now cannot meet them for future generations either.

Economic
One can afford reservoirs, pipelines and treatment works; the other cannot build or maintain them.

Policy may guarantee equitable access, or conflict and instability may be disrupting supply.
Social or cultural
A larger or faster-growing population, or heavier per-person use, spreads the same water more thinly.

One river, many jurisdictions, no single authoritya named example lifts this from vague to creditworthy
💡 Exam tip
Learn the five headings — social, cultural, economic, political, geographical — and use them as a checklist when a question asks for factors.
Give a named example for each factor you use. Egypt and the Nile, South Africa’s National Water Act, the Nile Basin Initiative are all reusable.
Say the factors are interconnected if the question allows evaluation. Real shortages have layered causes.
Separate availability from access. Most high-mark answers turn on that distinction.
Use equitable access as a term when discussing fairness, both between countries and within one country.
Watch the command word: “outline” wants brief points, “discuss” wants several factors weighed against each other.
⚠ Common mix-up
Answering only with climate. It is one factor out of five, and usually not the interesting one.
Assuming rich countries always have secure water. Wealth helps enormously, but high consumption and arid regions still cause shortages.
Treating national averages as the whole story. A country can look water-rich while parts of its population have no safe supply.
Forgetting pollution. Contaminated water is not available water, however much of it there is.
Confusing water security with water quantity. Security includes safety and reliability.
Ignoring agriculture. It is the largest user, so it dominates most national water pictures.
