What Decides Who Gets Water

Two towns can sit the same distance from the same river and have completely different water situations. Rainfall explains part of it, but only part. The rest comes down to money, laws, borders, habits and history — which is exactly why this is an ESS topic and not just a geography one.

Water security, and why it matters

Water security is straightforward to define and easy to under-explain in an exam. It is not just “having water” — it is having enough, reliably, and safe to drink.

A society without it cannot keep going. Human health declines, food production falls because agriculture is the biggest water user of all, and industry stalls. That is why water security is treated as a foundation of sustainability rather than one issue among many.

Alongside it sits equitable access: how fairly that water is distributed. A country can have plenty on average while some of its people have almost none — averages hide the inequality, and questions on this topic often want you to say so.

The five families of factors

Students almost always reach for climate first. Examiners are looking for the other four, because those are the ones that explain why two places with identical rainfall can be so different.

Notice how many of these are about getting water to people rather than having water. That distinction is the whole point of the next diagram, and it is the difference between a 3-mark answer and a 6-mark one.

Available is not the same as accessible

Water has to survive a whole chain of steps before it reaches a household. Break the chain anywhere and the rainfall figure becomes irrelevant.

Every broken link is decided by money, politics or management, not by the weather.
This is why “it does not rain much there” is only ever half an answer. The other half is what a society has built, funded and agreed to share.

Define water security and explain why it is essential for a sustainable society. [3]

Step 1: the definition Water security is access to sufficient amounts of safe drinking water. Step 2: what fails without it Human health and wellbeing decline, and agriculture and industry cannot operate. Step 3: the sustainability link A society that cannot meet its basic water needs now cannot meet them for future generations either. Sufficient, safe and reliable — all three words matter “safe” is often the mark students drop; quantity alone is not security

Two countries have similar annual rainfall, but one has far better access to safe water. Suggest three reasons. [3]

Economic One can afford reservoirs, pipelines and treatment works; the other cannot build or maintain them. Political Policy may guarantee equitable access, or conflict and instability may be disrupting supply. Social or cultural A larger or faster-growing population, or heavier per-person use, spreads the same water more thinly. Same rainfall, different infrastructure, governance and demand the question rules out climate, so do not waste a point on it

Outline why transboundary rivers can create political tension. [2]

Point 1: shared resource, separate governments An upstream country can dam or extract water before it reaches those downstream. Point 2: the response This needs international agreements such as the Nile Basin Initiative, where several countries manage one river together. One river, many jurisdictions, no single authority a named example lifts this from vague to creditworthy
