Bringing Depleted Stocks Back

Recovering an overfished species is not a scientific problem so much as a coordination one. The biology is straightforward: stop taking fish and the population grows. The hard part is getting governments, fleets, retailers and other countries to agree on who bears the cost while it happens.

What recovery actually looks like

Slow. The Grand Banks moratorium began in 1992 and the stock has still not returned to anything like its former size.

The steepness on the left and the flatness on the right is the whole argument for prevention. Thirty years of protection has not undone thirty years of overfishing.

Why recovery is so slow

This is why fisheries use adaptive management: monitor continuously, adjust the rules as conditions change, and try to balance ecological recovery against the economic needs of communities that depend on fishing.

The most useful sentence you can write about the cod is that full recovery may never happen, because the ecosystem that supported the original stock no longer exists. Collapse is not always reversible.

WORKED EXAMPLE 1

How much recovery is that?

Using the graph: the stock index fell to about 8 in 1992 and had reached about 25 by 2024. Calculate the increase as a percentage of the 1992 value, and as a percentage of the 1960 level.

Step 1: increase since 1992 (25 − 8) ÷ 8 × 100 = 213% Step 2: compare with the 1960 baseline 25 ÷ 100 × 100 = 25% Tripled since the low point, but only a quarter of the original stock this is why both figures matter — “more than tripled” sounds like success until you see the baseline

Comparing stakeholder perspectives [4]

A government proposes a three-year ban on a depleted stock. Outline how two different stakeholders would view it.
