Two countries can sit on the same resource and do completely different things with it. That is not accident or incompetence — seven kinds of factor push every decision, and which ones dominate depends on where a country is, how wealthy it is, and what it has already committed to. This page gives you the framework and the examples to use it.

Resource security is a society’s ability to ensure long-term availability of enough natural resources to meet demand.
Key resources are water, food, energy and raw materials.

What resource security means
Resource security is about the long term. A country is resource secure when it can reliably meet its demand for water, food, energy and raw materials, not just this year but into the future.
Three reasons it matters, and all three are examinable:
It ensures a stable supply for current and future needs.
It prevents resource conflicts, since competition over scarce resources drives disputes.
It supports sustainable development, because a society under supply pressure tends to abandon long-term thinking.
The seven factors
Use this as a checklist in essays. Run down the seven and pick the three that actually apply to the country in the question, rather than writing about all of them thinly.

Historical factors are the ones students forget, and they are often the most powerful. A country whose entire rail network was built around coal does not switch to something else just because a cheaper option appears.
Two contrasting cases
Notice that the same four factor types appear on both sides. What differs is whether each one is an advantage or an obstacle, which is the point of a contrasting case study.
Food security in the United States. A high-income country with advanced agricultural technology. Heavy investment in agricultural research and development, use of GMOs and advanced irrigation systems, government subsidies and support for farmers, and a diverse range of climates allowing many different crops all combine to give high food security.
Water security in Ethiopia. A low-income country facing real challenges in water accessibility. Limited funds for water infrastructure, arid regions with irregular rainfall, dependency on upstream countries for water sources, and a lack of advanced purification and distribution systems all constrain what is possible.
How international agreements change choices
Agreements such as the Paris Agreement aim to cut greenhouse gas emissions, and countries have set different dates for reaching carbon neutrality, or net zero. Those targets are not only climate policy — they directly reshape which resources a country decides to use.
They encourage renewable energy over fossil fuels.
They promote agricultural practices with a lower carbon footprint.
They pull local and national policy into line with global sustainability targets.

You do not need to memorise these case studies. What you need is the ability to take any real example and sort the reasons behind it into factor types. That skill is what the questions actually test.

💡 Exam tip
Learn the definition of resource security word for word. “Long-term availability of sufficient resources to meet demand” is the phrasing.
Pick three or four factors per answer, not all seven. Depth beats a list.
Always label the factor type before the example: “Political: government subsidies for…”
Have one contrasting pair ready, ideally from different income levels and different continents.
Link international agreements to specific national targets — Germany’s 2045 net zero date, for instance.
Do not forget historical factors, including colonial history. They are examinable and rarely used.
⚠️ Common mix-up
Confusing resource security with simply having resources. Access, infrastructure and stability all matter.
Assuming high-income countries are secure in everything. Many depend heavily on imports.
Writing only about economics. Geography and politics often matter more.
Treating case studies as things to memorise rather than as evidence for a framework.
Forgetting that climate change is now changing availability, which sits under environmental factors.
Ignoring population growth as a sociocultural driver of rising demand.
