Adapting to a Changing Climate

Even if every country stopped emitting tomorrow, the warming already in the system would keep playing out for decades. Adaptation accepts that and asks a different question: given that this is coming, how do we take less damage from it? Mitigation is about the future. Adaptation is about the present.

Where each approach acts

This is the distinction the examiners test most often in the whole sub-topic, so it is worth getting exactly right. Picture climate change as a chain of causes. Mitigation reaches into the early links and weakens them. Adaptation stands at the far end and absorbs whatever still arrives.

A sea wall does not slow sea level rise, and cutting emissions does not protect the town that floods next winter. Every serious climate plan uses both, which is why questions asking you to choose between them are usually asking you to argue for both.

What adaptation looks like on one coastline

The mangroves and wetland keep working as things change. Natural buffers also grow, trap sediment and support fisheries. Concrete only ages.
Mangroves break wave energy before it reaches the shore, hold sediment in place with their roots and act as nurseries for fish. Restoring them is adaptation that pays for itself in more than one way.
Notice the difference between hard and soft adaptation. Hard adaptation is built: sea walls, barriers, desalination plants. It works well against a known threat but is expensive, fixed in place and eventually outgrown. Soft adaptation changes systems and behaviour: zoning rules, crop choice, warning networks, restored wetlands. It is cheaper and more flexible. Strong answers say which they would use and why, rather than listing both.

Adaptation plans

An adaptation plan is a strategy designed to help individuals, communities and whole societies cope with impacts. Plans aim to reduce vulnerability to climate-related hazards and increase resilience. Closely related resilience plans focus on the ability to bounce back after a shock, while adaptation plans look further ahead at long-term adjustment.

NAPAs

National Adaptation Programmes of Action are written by Least Developed Countries and submitted to the UNFCCC. They deliberately focus on urgent and immediate needs rather than distant planning, usually in agriculture, water resources and health, because these countries face impacts now and cannot wait for a thirty-year strategy. Bangladesh has used NAPA projects to improve flood forecasting and early warning. Malawi has focused on food security through drought-resistant crops and better land management.

Three plans from wealthier countries

The UNDP

The United Nations Development Programme helps developing countries build and run adaptation plans, providing technical expertise and funding. Its process runs in three stages: assess local vulnerabilities and climate risks, develop action plans that prioritise the most urgent needs, then implement projects with community involvement. Samoa has improved coastal infrastructure against storm surges with UNDP support, and Bhutan has developed climate-resilient farming practices.

Why community involvement is in that list. An adaptation project designed without the people who live there tends to fail — wrong crop, wrong location, nobody maintains it. Mentioning local involvement shows you understand adaptation as a social process, not just an engineering one.

The limits of adaptation

Adaptation is not unlimited. A sea wall can be raised, but not forever, and not everywhere. A drought-resistant crop still needs some rain. Coral reefs cannot be air-conditioned. Beyond a certain amount of warming some places simply become unliveable, and the only remaining response is to move — which is why climate migration is increasingly discussed as adaptation of last resort. Adaptation also costs money, so the countries least able to afford it are usually those most in need of it.

Mark 2 — mitigation example Replacing coal power stations with wind and solar generation reduces carbon dioxide released. Mark 3 — adaptation defined Adaptation adjusts to impacts that are already occurring or now unavoidable, reducing the harm they cause rather than preventing them. Mark 4 — adaptation example Building coastal flood defences protects a city from sea level rise without affecting emissions. 4 / 4 The words “cause” and “effect” do most of the work here. Use them explicitly.
WORKED EXAMPLE

Explain why adaptation strategies are especially important for Least Developed Countries. [3]

Point 1 — exposure Many are located in regions already facing severe impacts such as flooding, drought and storm surge. Point 2 — limited capacity They have fewer financial and technical resources, so damage is harder to absorb and recovery is slower. Point 3 — named mechanism NAPAs allow them to identify and prioritise the most urgent needs, as Bangladesh has done with flood forecasting and early warning systems. 3 / 3 The named country and named mechanism together carry the third mark.
