Overfishing is not inevitable. Stocks can be protected at every level, from United Nations treaties down to which tin you pick up in a supermarket. The trick in an exam is to show you understand more than one of those levels.

Mesh size: the simplest fix there is
Increasing the gaps in a net does two useful things at once, and it costs almost nothing.
Mesh size works because fish grow. A net that only holds fish above breeding size turns a destructive harvest into something close to a sustainable one.
What governments can do
Fishing quotas. Limits on how many fish, and of what size, may be taken from an area. Most fishing nations now use them.
Closed areas. Zones where fishing is banned, especially spawning grounds, and zones where it is permitted.
Closed seasons. Fishing is suspended during the spawning season so fish can breed undisturbed.
Mesh size regulation. Minimum net gap sizes so undersized fish escape.
Fleet limits. Licences and permits cap how many vessels can fish an area.
Catch inspection. Boats are checked on return to port, which is how quotas actually get enforced.
Gear bans. Prohibiting indiscriminate methods such as gillnets, which catch whatever swims past.
Promoting better methods. Trolling, which uses hooks and lines, catches far less bycatch and does not scrape the seabed.
Trolling is not trawling. One letter, opposite meaning. Trawling drags nets and does the damage; trolling pulls baited lines behind a boat and is one of the low-impact methods. Examiners notice when students confuse them.
What individuals and communities can do
Certified seafood. The Marine Stewardship Council (MSC) label marks fish from certified sustainable sources.
Clear labelling. Information on origin and method lets shoppers choose; the UK’s Blue Fish label works this way.
Community management. Local people managing their own fisheries often protect them better than distant regulators. Community-based coastal management in the Philippines has raised fish stocks and biodiversity.
Education. Public understanding of which species are under pressure shifts demand away from them.
Marine protected areas
MPAs are areas of sea where human activity is restricted or managed. They are the most powerful conservation tool in this section because they protect the whole system, not one species.
Spillover is the answer to the obvious objection. Fishers lose access to one area but gain from the healthier, larger population that leaks out of it.
What MPAs deliver
Habitat protection. Coral reefs, seagrass beds and mangroves are shielded from fishing and other pressure. The Great Barrier Reef Marine Park protects one of the most biodiverse systems on Earth.
Species protection. Endangered species get relief from fishing and pollution. The Galápagos Marine Reserve protects species found nowhere else, using fishing restrictions and managed tourism.
Spawning and nursery grounds. Safe places for fish to breed and for juveniles to grow.
Feeding grounds. Areas rich in food are kept intact, so populations stay healthy.
Spillover. Growing populations migrate outwards and replenish stocks in surrounding fisheries.
Genetic diversity. Protecting whole breeding populations keeps species resilient. The Chagos Marine Reserve is often cited for this.
Sustainable yields. Fisheries next to a working MPA get more stable long-term catches.
Learn one MPA properly rather than five vaguely. Great Barrier Reef Marine Park, Papahänaumokuäkea, Galápagos, Chagos and Monterey Bay are all fair game; pick one and know what it protects and who it affects.

WORKED EXAMPLE 1
Setting a precautionary quota
Scientists estimate a stock’s MSY at 40 000 tonnes per year, with an uncertainty of plus or minus 20%. A precautionary approach sets the quota at the lower end of the estimate. Calculate the quota and explain the reasoning.

How to structure a six-mark evaluation.
Strengths
Protect whole habitats, safeguard spawning and nursery grounds, maintain genetic diversity, and generate spillover that benefits nearby fisheries
Weaknesses
Need enforcement and funding, displace fishing effort to other areas, and cannot stop pressures that cross the boundary such as warming or acidification
Equity point
Local fishers bear the short-term cost while benefits arrive years later and are shared widely
Judgement
Effective where they are well enforced, large enough and designed with the community; close to worthless as lines on a map with no patrol boat
The phrase to remember is “paper parks”an MPA that exists only in law protects nothing — saying so shows real understanding
💡 Exam tip
Structure mitigation answers by level: international, national, local, individual.
Explain why a measure works. “Bigger mesh” is not an answer; “juveniles escape and breed” is.
Name the MSC label for consumer action and one named MPA for conservation.
Use spillover to answer the objection that MPAs cost fishers their livelihood.
Mention enforcement. Rules without inspection change nothing.
Keep trolling and trawling straight.
⚠ Common mix-up
Thinking quotas alone solve overfishing. The Grand Banks had quotas — set too high and barely enforced.
Assuming an MPA bans everything. Many restrict or manage activity rather than prohibiting it outright.
Believing mesh size stops all bycatch. It stops small unwanted catch, not large.
Forgetting the cost to fishing communities. Every measure has losers, and saying so earns evaluation marks.
Treating consumer choice as trivial. Shifting demand is a real pressure on supply chains.
Listing measures without a judgement in an evaluate question.
