Putting a Value on Natural Capital

Flint was once the most valuable rock a person could own. Today you would walk past it without looking. Uranium was worthless for the whole of human history until the 1940s. Nothing about the rocks changed — we did. Value is not a property of a resource; it is something a society gives it.

The many kinds of value

When ESS says a resource is “valuable”, it does not only mean expensive. A mountain, a coral reef or an old woodland can matter to people for several reasons at once, and you are expected to be able to name them.

If a question asks you to outline the value of an ecosystem, this grid is your answer plan. Pick three or four and give a reason for each.

Intrinsic value is the one examiners watch for. It is the only value on the list that is not about us. If a question mentions ecocentrism, or asks whether nature should be priced at all, intrinsic value is the idea you build the answer around.

Value is dynamic

Here is the part that trips people up. Natural capital is not a fixed list with fixed prices. The same substance can be treasure in one decade and rubbish in the next, or precious in one country and unwanted in the country next door.

The six factors that shift value

Remember the six with CSEETP

Cultural, Social, Economic, Environmental, Technological, Political. In an exam, run down the list and pick the two or three that fit the resource in front of you.

Value changes across space as well as time. A deposit of lithium in the Andes is enormously valuable to a battery manufacturer, worth much less to a farmer who needs that water and land, and can be a direct threat to a community that loses its water supply to the mine. Same rock, three different values — and all three are real.

Why putting a number on nature is so hard

If natural capital is going to be used in real decisions, someone has to compare it with money. That works better for some values than others.

This matters, because in a system that only counts what can be counted, the things without a price tag are the first to be sacrificed. That is the strongest criticism of the natural capital idea, and it is a good line to bring into an evaluation.

A neat two-sided conclusion: pricing nature makes it visible in decisions that were previously made on money alone, but any price we choose is an underestimate, because it can never include the values people refuse to trade.

Value 1: economic The reef supports a fishery and attracts tourists, providing income and jobs. Value 2: environmental It absorbs wave energy, protecting the shoreline from erosion and storm damage. Value 3: aesthetic Its colour and variety are enjoyed by visitors and residents, and could also be argued as intrinsic value. Using two examples, explain why the value of natural capital is described as dynamic. (4 marks)

Point 1: what dynamic means The value of a resource is not fixed — it changes over time and between regions. Point 2: example of value rising Lithium was of little use until battery technology developed; demand from electric vehicles has made it highly valuable. Point 3: example of value falling Flint was vital for tools until metal extraction was developed, after which it became redundant. Point 4: the reason behind both Technological, economic, cultural, social, environmental and political factors decide what a society can and wants to do with a resource. The resource does not change — the society around it does one rising and one falling example is a clean structure for four marks

Evaluate placing a monetary value on natural capital

Evaluate the practice of giving natural capital a monetary value. (4 marks)

Strength 1 It makes ecosystem services visible in decisions that would otherwise only count profit, so wetlands and forests can be compared with the developments that would replace them. Strength 2 It encourages investment in conservation, because a healthy ecosystem becomes an asset worth protecting. Limitation 1 Aesthetic, spiritual and intrinsic values cannot be priced, so any figure understates the true value. Limitation 2 It is anthropocentric, and an ecocentric view would argue nature has worth independent of human use. Useful for decision making, but it can never capture everything that matters “evaluate” needs a judgement at the end, not just a balanced list
