Shared Resources and the Tragedy of the Commons
Nobody sets out to destroy a fishery. Every skipper simply catches what they can, which is completely sensible from where they are standing. Add up several hundred sensible decisions and the fish are gone. That gap between what makes sense for one person and what makes sense for everyone has a name.

It happens when individuals act in their own self-interest rather than for the common good.
It leads to degradation of the resource, making it unavailable for future use.
The gain from taking more is private; the cost is shared between everyone.
It applies to overharvesting and equally to the contamination and degradation of ecosystems.
Consequences include resource depletion, ecosystem collapse, loss of habitats and species, and reduced genetic diversity.
Solutions involve regulation, quotas, clear ownership or community management — the problem is unmanaged access, not sharing itself.
The idea
Definition
The tragedy of the commons is the overuse and depletion of a shared resource that occurs when individuals act in their own self-interest rather than considering the common good.
The classic illustration is a shared pasture. It starts as lush grazing land supporting a few sheep — an abundant, sustainable shared resource. Each herder works out that adding one more sheep will benefit them. Every herder reaches the same conclusion, so more sheep are added, the grass thins, and eventually the ground is stripped bare and supports nobody.
This is the part worth understanding. The herders are not villains. They are responding correctly to a situation where the rewards and the costs land on different people.
If you can explain why the behaviour is rational for the individual, you have understood the idea. Answers that say “people were greedy” miss the point entirely — and miss the reason regulation, rather than moral appeals, is what actually fixes it.
Implications for sustainability
Overexploitation
Many natural resources are used faster than they can be replenished.
This causes resource depletion and can eventually lead to the collapse of the ecosystems involved.
In the language of 1.3, harvest has risen above natural income, so the natural capital itself is being spent.
Impact on biodiversity
Loss of habitats and species as the resource and everything depending on it are stripped out.
Reduced genetic diversity, because the surviving population is small and often the largest or fastest-growing individuals have been removed first.
Together these weaken ecosystem resilience, making the system far more likely to cross a tipping point.
It is not only about harvesting. The tragedy of the commons also applies to the contamination and degradation of ecosystems. Every factory discharging into a shared river, and every driver adding exhaust to shared air, is taking a private benefit and spreading the cost. The atmosphere and the oceans are the largest commons we have.
Case study: cod on the Grand Banks

Every ingredient of the tragedy is here. The fish belonged to nobody, better technology meant each boat could take more, and no rule stopped anyone. The cost of restraint fell on whoever showed it, while the benefit of restraint was shared with everyone who did not.

Accumulation of plastic debris from land-based and marine sources; plastics are non-biodegradable and persist for hundreds of years

Marine animals ingest plastic, causing injury and death; plastics break down into microplastics that enter the food chain; marine ecosystems are damaged and biodiversity declines
Current situation
Efforts to reduce plastic use and increase recycling, plus international agreements and clean-up initiatives
Notice this is the same structure as the cod, reversed. With cod, individuals took something out of the commons. With plastic, individuals put something in. Either way the private convenience is small and immediate, and the shared cost is large and delayed. That reversal is worth a sentence in any answer about the commons.
How the tragedy is avoided
The fourth box is the one that surprises people. Fishing and grazing commons have been run sustainably for generations where the users set the rules themselves and could see each other following them.
Regulation: laws setting who may use the resource, when, and how much they may take. The cod moratorium is an example, imposed after the collapse rather than before it.
Quotas: a defined share for each user, which only works if catches are actually monitored and enforced.
Ownership: clear rights mean someone gains directly from looking after the resource, so restraint stops being a sacrifice.
Community management: local users agree and police their own rules. This works well where users know each other, can observe each other’s behaviour, and share the long-term interest in the resource.
International agreements are needed where the commons crosses borders — the open ocean, the atmosphere, migratory species. These are the hardest cases, because there is no authority above the countries involved.
An important correction. The original argument is often read as “shared resources always fail”. Later research showed that is not true. Communities across the world have managed common pastures, forests and fisheries sustainably for centuries. What collapses is open access with no rules, no monitoring and no consequences — which is a very different thing from shared ownership.

Easy way to remember it
Private gain, shared pain. Whenever you can spot those two landing on different people, you are looking at a commons problem — whether the thing being shared is fish, grass, clean air or a quiet street.

Point 1: the shared resource
The ocean is a shared resource that nobody owns, so nobody is responsible for its condition.
Point 2: the imbalance
The benefit of using cheap plastic is private and immediate; the cost of the debris is spread across all ocean users and delayed by decades.
Point 3: the consequence
Plastics persist for hundreds of years, animals ingest them, microplastics enter the food chain, and marine biodiversity declines.
The commons can be ruined by what is put in, not only by what is taken outmaking the “put in rather than take out” point explicitly shows real understanding

Evaluate a solution
Discuss the use of fishing quotas as a way of preventing overexploitation of a shared fish stock. (4 marks)
Strength 1
Quotas give each user a defined share, so restraint no longer means simply losing the fish to somebody else.
Strength 2
If the total is set within the stock’s natural income, the fishery can continue indefinitely.
Limitation 1
They only work with genuine monitoring and enforcement; without it, under-reporting and illegal fishing continue.
Limitation 2
Setting the total requires accurate stock data, which is uncertain, and quotas are politically difficult to agree between countries sharing the same waters.
Judgement
Effective where enforcement and data are strong, but not a solution on their own, as the Grand Banks showed when regulation arrived too late.

💡 Exam tips
Always explain the private gain, shared cost mechanism. It is the core of every mark scheme here.
Have two case studies ready: one about taking too much, one about putting too much in.
Use the numbers and outcomes you know — collapse, moratorium, slow recovery below historical levels.
Link to natural capital and natural income from 1.3 and resilience from 1.2.
For solutions, always mention enforcement. Rules without it change nothing.
Note that shared ownership can work; it is unmanaged open access that fails.
⚠ Common mistakes
Explaining it as greed. The behaviour is individually rational, which is exactly why it is hard to stop.
Limiting it to harvesting. Pollution of shared air and water is the same problem.
Saying all shared resources collapse. Community-managed commons have lasted for centuries.
Proposing rules with no enforcement. Unenforced quotas are not a solution.
Ignoring the human cost. The Grand Banks collapse destroyed an industry as well as a fish stock.
Forgetting genetic diversity. Overexploitation shrinks it as well as reducing numbers.
