Protecting Fish Stocks
Overfishing is not a technology problem — we already know how to fish sustainably. It is a decision problem, and the fixes run from international treaties down to which tin you pick up in a shop. Exam questions here reward answers that cover more than one of those levels.

Mitigation happens at four levels: international, national, local and individual.
Tools include policy and legislation as well as changes in consumer behaviour.
Larger mesh sizes let juveniles escape to breed and reduce the catch of unwanted species.
Fishing quotas limit the number and size of fish that can be taken in an area.
Enforcement includes closed zones and seasons, fleet size limits, catch inspection and banning gear such as gillnets.
Certification and labelling — MSC, the UK’s Blue Fish label — let consumers choose sustainable seafood.
Marine protected areas (MPAs) restrict or manage human activity, protecting habitat, providing spawning and nursery grounds, maintaining genetic diversity and producing a spillover effect.
Net mesh size: the simplest fix there is
Increasing the size of the gaps in a net does two useful things at once.
Fewer unwanted species are caught. Anything smaller than the target species can swim out through the larger gaps, so less is caught and discarded. Larger unwanted species are still a problem — mesh size does not solve bycatch entirely.
Juveniles of the target species escape. They live long enough to reach breeding age and produce offspring, so the population can replenish itself.
The green fish on the right are next year’s breeding stock. Letting them through costs a fisher almost nothing now — undersized fish have little value — and protects the fishery they will be working in a decade from now.
International and national action
Fishing quotas limit the number and size of particular species that can be caught in a given area, and many nations use them to prevent overfishing. Alongside quotas, governments enforce regulations by:
Agreeing zones where fishing is banned (such as spawning grounds) or permitted (such as within territorial waters).
Agreeing closed seasons, so fish can breed undisturbed — typically during spawning.
Regulating mesh size so undersized and juvenile fish escape.
Limiting fleet size through licences and permits, which controls total fishing effort.
Inspecting the catch as boats return to port, which is how quotas are actually policed.
Banning damaging gear such as gillnets — static nets that catch anything swimming past.
Promoting lower-impact methods such as trolling, which uses hook and line, reduces bycatch and does not touch the seabed.
Trolling is not trawling. Two letters, completely different methods. Trawling drags a net, often along the seabed. Trolling pulls baited hooks and lines behind a moving boat, catching one fish at a time with very little bycatch.
Local and individual action
Sustainable seafood choices. Consumers can buy seafood certified as sustainable — the Marine Stewardship Council (MSC) label is the best known.
Food labelling. Clear information on the origin and sustainability of seafood lets people make informed choices. The UK’s Blue Fish label marks fish caught by sustainable methods.
Community initiatives. Educating people about sustainable fishing, supporting fishers who use it, joining local conservation work, and involving communities in managing and protecting their own fisheries. In the Philippines, community-based coastal resource management has raised both fish stocks and biodiversity.
Community management works for a reason worth stating in an evaluation: people protect a resource far more reliably when they own the benefit of protecting it. Rules imposed from outside get evaded; rules a community wrote for itself get enforced by that community.
Marine protected areas
MPAs are designated regions of sea and ocean where human activity is restricted or managed, in order to protect marine ecosystems and biodiversity. They support aquatic food chains and help maintain sustainable yields by giving marine life safe space.

Observed around many well-enforced reserves
Spillover is the argument that wins over fishing communities. An MPA is not simply a loss of fishing ground — a well-placed one acts as a factory producing fish for the water around it.

Point 1: juveniles escape
Undersized fish pass through the larger gaps instead of being caught.

Those fish survive to reproduce, so the population can replenish itself.

Limitation 1: enforcement
An MPA only works if it is policed; unenforced “paper parks” achieve little.
Limitation 2: displacement and cost
Fishing effort may simply move elsewhere, and local fishers lose access in the short term.

💡 Exam tip
Structure answers by level: international, national, local, individual. It is the fastest way to hit several marks.
Know one named MPA well. Great Barrier Reef Marine Park is the safest choice.
Use spillover by name — it is the strongest argument for MPAs and a specific mark point.
Say MSC when discussing consumer action; a named scheme beats “eco-labels”.
Mention enforcement in any evaluation. Rules without policing change nothing.
Keep trolling and trawling straight. Getting this wrong reverses your answer.
⚠ Common mix-up
Thinking larger mesh solves bycatch completely. Larger non-target animals are still caught.
Assuming quotas are automatically sustainable. They only work if based on scientific advice and enforced — the Grand Banks proves it.
Believing an MPA bans everything. Activities are restricted or managed, and many MPAs allow some uses.
Forgetting that MPAs help fisheries outside them. Spillover is the point.
Treating consumer choice as trivial. Certification changes what supermarkets buy, which changes what fleets catch.
Ignoring local communities. Community-managed fisheries are among the most successful models there are.
