There is one framework behind every management question in this topic, and once you have it you can answer about pollutants you have never studied. Pollution happens in three stages, so management has three levels — and the earlier you act, the cheaper and more effective it is.

Pollution reaches an ecosystem in three stages: the human activity, the release of the pollutant, and the impact on the ecosystem.
Management has three matching levels: change the activity, control the release, or clean up and restore.
Level 1 is the most fundamental — it stops the pollutant being produced at all, using education, legislation and economic incentives.
Level 2 treats or limits the pollutant before it reaches the water: emission standards, wastewater treatment, constructed wetlands, buffer strips.
Level 3 is used when the first two have failed: dredging, algae removal, replanting and restocking.
The same three levels apply to eutrophication, plastic and chemical pollution — only the examples change.
Three stages, three levels
Start with the stages, because the levels only make sense against them. A farmer spreads fertiliser (stage 1). Rain washes nitrate into a stream (stage 2). The lake downstream turns green and fish die (stage 3). You can intervene at any of the three — but you are intervening later, and paying more, each time.
Whatever the pollutant, name the stage first and the level of management follows automatically.
Level 1 — change the human activity
The most fundamental level, because the pollutant is never produced. It works through three tools: campaigns and education, government legislation, and economic incentives or disincentives such as taxes and subsidies.
Organic fertilisers — compost and manure instead of synthetic fertiliser, releasing nutrients more slowly.
Slow-release fertilisers — nutrients become available gradually, so far less leaches away in heavy rain.
Phosphate-free detergents — removes one of the two main nutrient sources at its origin.
Crop rotation — alternating crops with different nutrient needs improves soil fertility and cuts the amount of fertiliser needed.
Reducing single-use plastic — bans, charges and refill schemes cut the amount that can ever reach a river.
Level 1 is the cheapest and the most effective, and it is also the hardest, because it asks people to change how they farm, shop and live. Say that in an evaluation and you are writing like an ESS student rather than a biology student.
Level 2 — control the release
Sometimes the activity cannot stop. We are not going to stop growing food or stop producing sewage. So we treat the pollutant, or limit how much of it is allowed out.
Wastewater treatment — treatment plants that strip nitrate and phosphate out of sewage before it is discharged.
Constructed wetlands and biofilters — reed beds and filter systems where plants and microbes take up nutrients naturally, at low running cost.
Emission standards — legal limits on what a factory or farm may discharge, backed by permits, inspections and fines.
Monitoring programmes — regular testing of water bodies, so a breach is detected and traced quickly.
Careful fertiliser timing — applying during the growing season and never before heavy rain, so crops take up the nutrients instead of the river.
Cover crops and buffer strips — vegetation that soaks up nutrients and holds soil in place before run-off reaches the water.
One strategy, two pollutants dealt with. That kind of double benefit is worth pointing out in an evaluation.
Level 3 — clean up and restore
Used once the damage is done. It is slow, expensive and rarely returns the ecosystem to exactly what it was.
Dredging — removing nutrient-rich mud and sediment from the bed of a eutrophic lake, which breaks the feedback loop by taking the stored nutrients out.
Algae removal — physically skimming the bloom off the surface.
Reintroducing species — restocking fish and replanting native aquatic plants once oxygen levels can support them.
Habitat restoration — creating or restoring wetlands that filter nutrients naturally from then on.
Bioremediation — using microbes or plants to break down or take up contaminants in soil and sediment.
Notice the overlap: restoring a wetland is a level 3 action that then works as a permanent level 2 filter. The best strategies keep paying back after the money is spent — a strong point to make in a 4-mark evaluation.

How to evaluate a strategy for marks
🧩 Six things to weigh up
Effectiveness — how much of the pollutant does it actually stop, and does it treat the cause or the symptom?
Cost — and who pays: the polluter, the taxpayer or the consumer?
Feasibility — does it need technology, trained staff or enforcement that the country does not have?
Time lag — a treatment plant works immediately; changing farming habits takes years, and a lake may take decades to recover.
Acceptability — will people and businesses accept the change, or will they resist or evade it?
Side effects — dredging destroys bottom habitat; cleanup nets catch wildlife. No strategy is free.
Different countries and industries apply these levels very differently, depending on money, law and priorities. Saying so is often the difference between “describe” credit and “evaluate” credit.
Worked examples
WORKED EXAMPLE
A eutrophic lake is dredged at great expense, but is green again within three summers. Explain why, and suggest a better approach. [4]
Step 1: identify the level used
Dredging is level 3 — clean-up after the impact. It removes nutrients already stored in the sediment.
Step 2: explain the failure
Nothing was done about the source. Fertiliser run-off keeps arriving, so nutrients are replaced and the bloom returns.
Step 3: suggest betterCombine with level 1 and 2: slow-release fertiliser and better application timing on the surrounding farms, plus buffer strips or a constructed wetland on the inflow streams.Level 3 alone treats the symptom, not the cause

Compare the effectiveness of a tax on plastic bags with an ocean cleanup project. [4]
Place each one
The tax is level 1 (changes the activity). The cleanup is level 3 (repairs the impact).
The tax
Cheap to run, cuts bag use quickly, and prevents plastic being produced — but it covers one product only and needs enforcement.
The cleanup
Removes plastic already at sea and raises awareness — but it is costly per tonne, misses microplastics and sunken debris, and can harm surface wildlife.
The judgementThe tax is more cost-effective per unit of plastic avoided; the cleanup deals with the legacy the tax cannot touch. A serious programme needs both.Prevention is cheaper; cleanup is still necessary
💡 Exam tip
Label every strategy with its level. It structures your answer and shows the examiner the framework in one word.
For “evaluate”, give strengths, weaknesses and a judgement. Two sides with no verdict caps your marks.
Use the phrase “treats the cause rather than the symptom” for level 1 — it is exactly the distinction being tested.
Bring in cost, feasibility and who pays. ESS rewards the human dimension, not just the science.
Have one named example per level ready for eutrophication and one for plastic. That is enough for almost any question.
⚠ Common mix-up
Mixing up levels 1 and 2. Using less fertiliser is level 1. Treating the run-off before it reaches the river is level 2.
Calling recycling a cleanup. Recycling stops release; it is level 2, not level 3.
Assuming the best strategy is the most high-tech. Buffer strips and constructed wetlands are low-tech, cheap and often more effective.
Ignoring the time lag. A lake keeps releasing stored nutrients long after the inputs stop, so recovery looks like failure at first.
Listing strategies without evaluating them. A list scores in the lowest band. Weigh them up.
Forgetting enforcement. A law with no inspections or fines changes very little on the ground.
