The Rise of the Environmental Movement

Seventy years ago almost nobody used the word “environment” the way we do now. This page is the story of how that changed — and it is the page examiners raid for named examples, so treat the tables as a bank to memorise from rather than prose to read once.

Why perspectives shift

Environmental perspectives, and the beliefs underneath them, change over time in every society. Many factors cause that, but the most common are campaigns by governments or non-governmental organisations (NGOs), and social and demographic change.

The clearest example is the surge in environmental awareness from the 1950s into the 1970s, driven by campaigns against pollution:

What the environmental movement is

The environmental movement is the term for humanity’s increasing awareness of the damage we are causing to the environment, and of the importance of conserving the environmental health of our planet.

It includes a diverse range of individuals, organisations and initiatives united by one goal: addressing urgent environmental challenges such as climate change, pollution, habitat destruction and species extinction. It promotes sustainable development, responsible resource management, conservation of biodiversity, and the transition to cleaner renewable energy — through changes in public policy and in individual behaviour.

Use this chain in an explain question. It converts a list of disasters into a causal argument, which is what earns the higher marks.

Behaviour-time graphs and shifting perspectives

Behaviour-time graphs show how specific behaviours change over time, which makes them useful for tracking shifts in perspective. A graph of smoking rates, for instance, shows decades of decline driven by anti-smoking campaigns and rising health awareness — and the UK’s Stoptober campaign produces visible dips each October.

Other behaviours commonly tracked this way include littering, water use, recycling rates, renewable energy use, public transport use and meat consumption. They can also record shifts from traditional indigenous lifestyles to modern ones: long-term studies show changes in clothing, housing, personal belongings and food consumption as globalisation spreads.

When you read one of these graphs, go to the axes first. Check what is being measured, over what period, and in what units, before you say anything about the trend. Marks are routinely lost by describing a shape without noticing the scale it is drawn on.

Factor 1: literature Rachel Carson’s Silent Spring (1962) set out how the pesticide DDT passed along food chains to top predators. Its effect It caused widespread public concern about pesticide use and raised awareness of environmental pollution more broadly. Factor 2: a major disaster The Chernobyl nuclear meltdown (1986) spread radioactive fallout across Ukraine, Belarus and Russia, forcing 336 000 people to evacuate. Its effect It reinforced public fear of nuclear power and strengthened calls for safer energy alternatives and stricter regulation. Why perspectives changed

Explain how environmental perspectives shifted between the 1950s and the 1970s. (4 marks)

Step 1: the starting point Pollution from industry and vehicles was widespread but largely accepted as the price of economic progress. Step 2: governments acted Initiatives such as the UK Clean Air Act (1956) and the founding of the US EPA (1970) put pollution on the public agenda and signalled that it was a problem worth regulating. Step 3: NGOs campaigned Friends of the Earth (1969) and Greenpeace (1971) ran campaigns raising public awareness of pollution’s effects on health and the environment. Step 4: the result Together these shifted public perspective from treating pollution as unavoidable to treating it as unacceptable and controllable. Government action and NGO campaigning together changed what the public would tolerate the question says “explain”, so link each cause to the change it produced

Evaluating an influence

Evaluate the role of media in shaping environmental perspectives. (4 marks)

Strength 1: reach Media reaches audiences that scientific reports never will. An Inconvenient Truth (2006) received extensive publicity and triggered a major shift in US public opinion on climate change. Strength 2: emotional engagement Series such as Our Planet (2019) and Breaking Boundaries (2021) build appreciation for ecosystems in a way statistics do not. Limitation 1: attention fades Awareness raised by a film often does not translate into lasting behaviour change, and attention moves on to the next issue. Limitation 2: framing and bias Media selects what to show and how to frame it, which can oversimplify complex issues or push a particular perspective. Media is powerful for raising awareness quickly, but weaker at sustaining behaviour change evaluate means finish with a judgement, not a balanced list
