We know what causes climate change. We know several things that would reduce it. Most of them are affordable. And yet emissions kept rising for decades. That gap between knowing and doing is not a scientific problem, and this page is about the social, economic and political reasons behind it.

The economics underneath every barrier
The tragedy of the commons was originally described using shared grazing land. Each herder gains the full value of adding one more animal, while the damage to the pasture is spread across everyone who uses it. Every individual therefore behaves rationally, and the shared resource collapses anyway. The atmosphere works exactly the same way.
Reverse the arrows and the same logic explains why restoration is under-funded: a country that pays for large-scale carbon capture takes the whole bill, while every other country enjoys the cooler climate for free.
This is where the design of the Paris Agreement suddenly makes sense. Kyoto tried to impose binding cuts and several major emitters simply stayed outside it — classic free-riding. Paris swapped enforcement for participation: every country sets its own target, but has to publish it and come back every five years to be judged on it. The mechanism is reputation instead of punishment. Whether that is enough is a fair question, and a very good line in an evaluation answer.
The four barriers
Notice that none of these barriers is technological. Every one of them is about people, money or politics, which is precisely why ESS treats climate change as a societal problem rather than a purely scientific one.
1. Belief in the seriousness of climate change
Some individuals and groups do not view climate change as a serious or immediate threat. That matters in two ways: it weakens public support for climate initiatives, and it reduces the pressure on governments to act. Surveys across many countries show wide variation in how people explain the causes — some attribute the change mostly to human activity, others to natural variation, and a minority deny that the climate is changing at all. Because governments respond to voters, that variation translates directly into policy.
2. Financial constraints
Many national governments simply lack the resources for large-scale climate action. Developing countries in particular may struggle to finance renewable energy infrastructure, which is expensive to build even though it is cheap to run afterwards. Limited budgets also restrict research into and adoption of climate-friendly technologies, which locks countries into older, dirtier systems for longer.
3. Lack of leadership from key stakeholders
Effective climate action needs leadership from several directions at once: individuals making environmentally friendly choices, NGOs promoting awareness, political leaders passing and enforcing policy, and transnational companies investing in sustainable practice. When any of these groups fails to lead, initiatives lack coordination and impact.
4. International inequalities
Economic and geographical inequality shapes what countries can do. Nations whose economies depend on fossil fuels face genuine difficulty in transitioning, because jobs, tax revenue and export income are all tied to the industry being phased out. Low-income countries are often more vulnerable to impacts while having fewer resources for adaptation. High-income countries have the resources to mitigate and adapt — and are usually the largest contributors to emissions in the first place.
The pattern to name. Responsibility and vulnerability are largely inverted. The countries that caused the most warming are generally the best protected from it, and the countries that caused the least are generally the most exposed. That inversion is the root of the climate justice argument on the next page.
Why cooperation is the only route
Climate change requires unprecedented levels of international cooperation because no single nation can resolve it alone. Coordinated effort is essential, and landmark agreements such as the Paris Agreement exist to unite nations around emissions targets. Without cooperation, the tragedy of the commons predicts the outcome directly: the atmosphere is overused and the impacts become catastrophic.

💡 Exam tip
Learn the four barriers as a set: belief, money, leadership, inequality. Four words, four paragraphs.
Define the tragedy of the commons before applying it. The definition is a mark on its own.
Always add the reverse case — shared benefits from restoration paid for by one nation.
Name the four stakeholder groups when discussing leadership: individuals, NGOs, political leaders, transnational companies.
Use the phrase free-riding if you can. It shows you understand the mechanism, not just the phrase.
Point out that the barriers are social and political rather than technological. That framing is exactly what ESS is asking for.
⚠️ Common mix-up
Treating the tragedy of the commons as a description of greed. It happens even when everyone behaves rationally and legally.
Blaming individuals only. The concept applies to nations and corporations at least as strongly.
Confusing lack of belief with lack of information. Beliefs are shaped by values, identity and economic interest, not just facts.
Saying poor countries do not care. They are frequently the most vocal about climate action, because they are the most exposed.
Assuming the problem is technological. Almost every barrier here is social, economic or political.
Forgetting the cost of transition. A country losing its main industry faces genuine economic damage, not just reluctance.
