Before a dam, a mine or an airport gets built, someone has to work out what it will do to the place it is built in. That is an EIA. The part students underrate is the baseline study — because if nobody measured the environment before the bulldozers arrived, no later monitoring can prove anything at all.

An EIA is a systematic process for evaluating the environmental, social and economic impacts and sustainability of a proposed development.
Its purpose is to identify potential impacts and develop strategies to mitigate or avoid them.
The stages are: scoping, baseline study, impact assessment, mitigation, public consultation, review and approval, then audit and monitoring.
The baseline study measures the environment before work starts, so change can be detected later.
Baseline variables include habitat type and area, species list, species diversity, endangered species, land use, hydrology, human population and soil.
Guidelines vary between countries in legal force, scope, public involvement and mitigation standards.
Public involvement improves decisions, reduces conflict and promotes accountability — but access and representation are often unequal.
What an EIA is for
An EIA does two things. It identifies and evaluates the potential impacts of a project on the environment, and it develops strategies to mitigate or avoid those impacts. The output then informs decision-making by government agencies, developers and other stakeholders, and helps ensure resources are managed sustainably in development projects.
Notice the scope: it is not only ecological. A full EIA covers environmental, social and economic impacts, and asks whether the project is sustainable overall.
The stages, in order
Public consultation sits formally between mitigation and approval, but good practice keeps stakeholders engaged the whole way through — which is why the panel spans all six stages.
Scoping. Defining the scope of the EIA and identifying the key issues it needs to address.
Baseline studies. Collecting data on the existing environment, so the physical and biological conditions before the project are known and the project can be monitored during and after development.
Impact assessment. Evaluating the potential impacts on the environment, including both direct and indirect effects.
Mitigation measures. Developing strategies to reduce or avoid the impacts identified.
Public consultation. Engaging stakeholders and the public to gather feedback on the project and the EIA.
Review and approval. Relevant authorities, such as government agencies or regulatory bodies, review and approve the EIA.
Audits and monitoring continuing after the project is completed.
The baseline study
This is the stage worth knowing in detail, because questions ask you to list what should be measured.
Human population is on the list too. An EIA is not purely ecological, and forgetting the social variables is a common way to lose marks.
Which projects need one
Whether a project requires an EIA depends on its potential environmental impact. Typical candidates are mining and mineral extraction; infrastructure such as highways and airports; energy projects such as wind farms and hydroelectric dams; industrial facilities such as chemical plants and oil refineries; and land-use changes such as deforestation or wetland reclamation.
Why EIAs are not the same everywhere
Guidelines differ between countries and regions, shaped by legislation, environmental priorities, level of economic development and the resources available to do the work.

Involving stakeholders makes decision-making more transparent and fairer. Local communities often hold knowledge about environmental and social impacts that consultants would miss, and engaging people builds trust, which makes local acceptance of a project more likely.

Consultation periods — authorities invite written feedback during set phases of the process.
Access to documents — EIA reports published online or in public offices so anyone interested can read them.

The pattern here is worth spotting: every benefit of public involvement has a matching obstacle in the other column. That symmetry gives you a ready-made structure for any “evaluate public participation in EIAs” question.

Remember EIAs cover environmental, social and economic impacts, not just ecology.

Name the EU EIA Directive and the Aarhus Convention for questions about variation between countries.
Do not forget stage 7. Audits and monitoring after completion are part of the process.
