Fairness in Water Access
Water problems are rarely shared out evenly. Within the same country, and often within the same city, some households turn a tap and others walk two hours. This page is about who gets left out, why it tends to be the same groups, and what that costs them.

Water equity means fair distribution, so everyone has safe drinking water and sanitation.
Access to water and sanitation is treated as a basic human right.
Inequitable access falls hardest on Indigenous peoples, low-income communities and women and girls.
Unsafe water spreads waterborne diseases such as cholera, dysentery and typhoid. Diarrhoea alone causes nearly 485 000 deaths a year.
Poor water access undermines sustainable development, and SDG 6 aims for water and sanitation for all by 2030.
Water poverty is self-reinforcing: the time and health costs make it harder to escape.
What equity means here
Equity is not the same as equality. Nobody expects every household to receive the identical volume — a farm needs more than a flat. Equity means that basic needs are met for everyone first, and that nobody is excluded because of where they live, who they are, or what they earn.
Two things have to be in place: safe drinking water, and sanitation. Sanitation gets forgotten in exam answers, but without it water supplies get contaminated and the health benefits disappear.
The service ladder
Access is not simply yes or no. Water services sit on a ladder, and most of the world’s inequity is about which rung people are stuck on.
Thinking in rungs is more useful than counting people “with” and “without” water. Most progress in this area is households climbing one step, not jumping to the top.
Health impacts
Unsafe drinking water spreads cholera, dysentery and typhoid.
Diarrhoea linked to contaminated water is responsible for nearly 485 000 deaths a year.
In children under five, repeated illness from unsafe water contributes to malnutrition and stunted growth, because a body fighting infection cannot absorb nutrients properly.
Poor sanitation spreads infectious disease, especially where housing is crowded, and contaminates the water supply in turn.
Water and sanitation are one problem, not two. Clean water delivered into a community without safe toilets gets contaminated again. That is why SDG 6 covers both together.
Why it holds development back
Clean water sits underneath almost everything else: health, education and the ability to earn. Sustainable Development Goal 6 aims to secure water and sanitation for all by 2030, and progress on several other goals depends on it.
Where water is unreliable, industries cannot operate, crops cannot be grown efficiently, and people are too often ill to work or study. The effects loop back on each other.
This is a positive feedback loop, in the systems sense: the outcome feeds back and strengthens the cause. Recognising it turns a list of problems into an ESS answer.
Who is affected most
Indigenous communities
Many Indigenous communities, particularly in rural and remote areas, have limited or unreliable access to safe water.
In Canada, some Indigenous reserves have lived under long-running boil water advisories, meaning water has to be boiled before it is safe. Some have lasted for years or decades.
In Australia, remote Indigenous communities often have less reliable drinking water than nearby urban populations, which affects health and quality of life.
The pattern is usually about remoteness and underinvestment, not natural water shortage.
Low-income groups
Affordability. Where water is available but priced beyond a household’s means, access effectively disappears. In the United States, rising water prices in cities such as Detroit have led to shut-offs for families unable to pay their bills.
Unsafe alternatives. When the affordable option is a river or a shallow well, exposure to disease rises.
Sanitation. In many informal urban settlements there are no toilets or sewers. In Kibera, in Nairobi, an estimated 60% of residents lack access to clean toilets, which leads to open defecation and serious public health consequences.
Poor sanitation contaminates local water, so the two problems compound.
Women and girls
In many households, collecting water is done by women and girls, and it can take hours every day.
That time is taken from school and paid work, limiting education and income over a lifetime.
Lack of proper sanitation facilities at school also affects girls’ attendance, particularly during menstruation.
Improving a water point close to home therefore does more than deliver water — it returns time.
When you write about marginalised groups, be specific and factual. “Women in some regions spend several hours a day collecting water, which reduces school attendance” earns marks. Vague sympathy does not.
Worked examples
WORKED EXAMPLE 1
The time cost of fetching water
A household member spends 3 hours a day collecting water. Calculate the time spent per year, express it in full days, and comment on the consequence.
Step 1: hours per year3 × 365 = 1095 hoursStep 2: convert to whole days1095 ÷ 24 = 45.6 daysStep 3: compare with a school year
At 6 hours a day, that is 1095 ÷ 6 = 182 school days of time
Over 45 full days, or roughly a school year of hoursthis is why a nearby water point is an education policy as much as a water one
WORKED EXAMPLE 2
Putting a health statistic in context
Diarrhoea linked to contaminated water causes about 485 000 deaths a year. Express this as a daily figure and explain why the burden falls on young children.
Step 1: convert to a daily rate485 000 ÷ 365 ≈ 1329 deaths per dayStep 2: explain the pattern
Young children have weaker immune systems and dehydrate faster
Step 3: add the compounding effect
Repeated infection causes malnutrition and stunted growth, which makes the next infection worse

Build an answer covering more than one route.
Health route
Unsafe water spreads disease, so people are too ill to work or study and healthcare costs rise
Education route
Time spent collecting water and missing school reduces attainment, especially for girls
Economic route
Unreliable supply limits farming and industry, so incomes and investment stay low
Feedback
Low income means communities cannot fund infrastructure, so the situation persists

Three routes plus a feedback loopnaming the feedback explicitly is what lifts this from a list of impacts to a systems answer
💡 Exam tip
Define equity as fair distribution, and say basic needs come first.
Always pair water with sanitation. Mark schemes expect both.
Learn one example per group: Canada for Indigenous communities, Detroit or Kibera for low-income groups, water collection time for women and girls.
Quote SDG 6 and the 2030 target when discussing development.
Use the feedback loop language — it links this page to systems questions elsewhere in the course.
Keep statements specific and evidenced. Precision reads as knowledge; emotion does not.
⚠ Common mix-up
Treating equity as equal volumes. It means fair shares with basic needs met first.
Assuming inequity only happens in low-income countries. Affordability and remoteness cause it in wealthy ones too.
Forgetting sanitation. Half the problem, and half the marks.
Confusing availability with access. Water can be present and still out of reach because of cost or distance.
Writing generally about “poor countries”. Name a place and a mechanism.
Missing the feedback. Water poverty is not just a symptom of poverty, it also causes it.
