Fairness in Water Access

Water problems are rarely shared out evenly. Within the same country, and often within the same city, some households turn a tap and others walk two hours. This page is about who gets left out, why it tends to be the same groups, and what that costs them.

What equity means here

Equity is not the same as equality. Nobody expects every household to receive the identical volume — a farm needs more than a flat. Equity means that basic needs are met for everyone first, and that nobody is excluded because of where they live, who they are, or what they earn.

Two things have to be in place: safe drinking water, and sanitation. Sanitation gets forgotten in exam answers, but without it water supplies get contaminated and the health benefits disappear.

The service ladder

Access is not simply yes or no. Water services sit on a ladder, and most of the world’s inequity is about which rung people are stuck on.

Thinking in rungs is more useful than counting people “with” and “without” water. Most progress in this area is households climbing one step, not jumping to the top.

Health impacts

Water and sanitation are one problem, not two. Clean water delivered into a community without safe toilets gets contaminated again. That is why SDG 6 covers both together.

Why it holds development back

Clean water sits underneath almost everything else: health, education and the ability to earn. Sustainable Development Goal 6 aims to secure water and sanitation for all by 2030, and progress on several other goals depends on it.

Where water is unreliable, industries cannot operate, crops cannot be grown efficiently, and people are too often ill to work or study. The effects loop back on each other.

This is a positive feedback loop, in the systems sense: the outcome feeds back and strengthens the cause. Recognising it turns a list of problems into an ESS answer.

When you write about marginalised groups, be specific and factual. “Women in some regions spend several hours a day collecting water, which reduces school attendance” earns marks. Vague sympathy does not.

Worked examples

WORKED EXAMPLE 1

The time cost of fetching water

A household member spends 3 hours a day collecting water. Calculate the time spent per year, express it in full days, and comment on the consequence.

Step 1: hours per year 3 × 365 = 1095 hours Step 2: convert to whole days 1095 ÷ 24 = 45.6 days Step 3: compare with a school year At 6 hours a day, that is 1095 ÷ 6 = 182 school days of time Over 45 full days, or roughly a school year of hours this is why a nearby water point is an education policy as much as a water one
WORKED EXAMPLE 2

Putting a health statistic in context

Diarrhoea linked to contaminated water causes about 485 000 deaths a year. Express this as a daily figure and explain why the burden falls on young children.

Step 1: convert to a daily rate 485 000 ÷ 365 ≈ 1329 deaths per day Step 2: explain the pattern Young children have weaker immune systems and dehydrate faster Step 3: add the compounding effect Repeated infection causes malnutrition and stunted growth, which makes the next infection worse Around 1300 deaths a day, mostly preventable converting a large annual number into a daily one makes it easier to interpret — a useful habit in data questions

Explain how inequitable water access limits development [5]

Build an answer covering more than one route.
