Putting a Value on Natural Capital

Flint was once one of the most valuable substances a person could own. Today you could not sell a bucket of it. Nothing about the flint changed — we did. Value sits in the relationship between a resource and a society, which is why it shifts from place to place and decade to decade.

Nine kinds of value

The goods and services natural capital produces matter to people in many different ways at once. A forest is timber, but it is also a carbon store, a place to walk, a source of identity for the people who live near it, and a home for species that would exist whether or not humans were watching.

Only the economic row has an obvious price. The other eight are real but invisible to a market, which is why they need naming explicitly in policy and in exam answers.

If a question asks you to discuss the value of an ecosystem, do not write four paragraphs on money. Pick three or four different value types and give one line each. Breadth is what is being assessed.

Why value keeps changing

Natural capital is dynamic. The same resource can be treasured in one country and ignored in the next, or valuable in one decade and worthless in the next. Six kinds of factor drive that.

This pair is the fastest way to answer any question about the dynamic nature of natural capital. One resource fell, one rose, and the cause in both cases sits outside the resource itself.

Negative natural capital is a real idea. If a society believes a resource does more harm than good, its value can go below zero — the cost of dealing with it exceeds anything it produces. Uranium in some regions, and increasingly coal, are the standard examples.
WORKED EXAMPLE

Explain, using two examples, why the value of natural capital is described as dynamic. [4]

Define, then give one example of value falling and one of value rising Dynamic means the value of a resource changes over time and between regions, because value depends on society rather than on the resource itself. Flint was once essential for hand tools, but became redundant once metals could be extracted from ores — a technological factor lowering value. Lithium was of minor importance until electric vehicle batteries created huge demand — an economic and technological factor raising value. Neither substance changed; the technology and the demand around them did Naming the type of factor after each example is what turns a story into an explanation.
WORKED EXAMPLE

Outline three types of value a mangrove forest provides. [3]

Pick three different categories, not three versions of one Environmental: buffers coastlines against storm surges and stores carbon. Economic: supports fisheries that local communities sell from. Cultural or social: provides a place tied to local identity and community life. One mark per genuinely distinct value type Adding intrinsic value as a fourth line is a cheap way to show breadth if the marks allow it.
