Climate Change and Human Societies

Two countries can face exactly the same storm and end up with completely different outcomes. That gap — between the hazard and what it actually does to people — is what this page is really about, and it is where the higher marks in ESS live.

Why the same hazard does different damage

A flood is a hazard. Whether it becomes a disaster depends on who is standing in the way and what they have to protect themselves with. The Netherlands and Bangladesh both face serious flood risk. One has spent decades building engineered flood defences; the other has far fewer resources to work with, and a much larger population living on low-lying deltas. Same physical process, very different consequences.

The sentence that earns marks: vulnerability = exposure to the hazard plus the capacity to cope with it. Write about both halves and you are answering the question properly.

The four areas of impact

Strong answers follow one impact across two or three of these boxes.
Use this as a checklist in the exam. If a question asks for impacts on society, you always have four headings to reach for.

Notice the pattern in that list. Almost every impact costs money to fix — which is exactly why wealth turns out to be one of the strongest predictors of how badly a society suffers.

Resilience: why outcomes differ

Resilience is a society’s ability to withstand a shock, adapt to it and recover afterwards. Three things decide it.

The top-left corner is where climate justice arguments come from: the societies with the least capacity have usually emitted the least.

Perspectives on climate change

How people respond depends on how they see the problem, and that is shaped by experience, politics and culture.

Environmental value systems are the backbone of ESS. When a question asks about perspectives, do not just list opinions — explain why a group holds theirs, based on what they experience and what they stand to lose.
Keep it balanced. Climate change also brings gains for some regions: longer growing seasons and new farmland further north in Canada and Russia. Acknowledging that, then explaining why it does not offset the global losses, is exactly what an “evaluate” command term is asking for.

Worked examples

WORKED EXAMPLE

Two coastal countries face similar increases in flood risk, but one suffers far greater loss of life. Explain how socio-economic conditions could account for this. [4]

Step 1: separate hazard from vulnerability The physical hazard is the same. The difference lies in exposure and in the capacity to cope. Step 2: economic stability A wealthier country can fund sea walls, drainage and insurance, and rebuild quickly afterwards. Step 3: adaptive capacity It is also likely to have early warning systems, evacuation planning and building regulations, so fewer people are caught by the flood at all. Step 4: social equity Where income is low and unequal, more people live on the most exposed land, in weaker housing, with fewer ways to leave — so the same water kills more people. Outline how a single drought can affect health, agriculture and infrastructure in the same region. [3]

Agriculture first Reduced water availability lowers crop yields and stresses livestock, so food supply falls and prices rise. Then health Less food and less clean water mean malnutrition and waterborne illness, while heat and dust worsen respiratory conditions. Then infrastructure Water treatment and supply systems come under strain, hydroelectric output falls, and demand for cooling rises just as the energy supply is squeezed.
