Measuring Sustainability with Indicators
You cannot manage what you cannot measure. But sustainability is not one thing, so there is no single number for it — only a set of indicators, each showing one piece and hiding the rest. Knowing what each one leaves out is as important as knowing what it says.

Sustainability indicators are measurable quantities used to track how sustainable a system is.
Key categories: biodiversity, pollution, population, climate and resource use.
The ecological footprint is the area of land and water needed to supply what a population uses and absorb its waste.
Biocapacity is the area actually available and productive. Footprint above biocapacity means overshoot.
The carbon footprint and water footprint measure narrower slices of the same idea.
Good indicators are measurable, repeatable and comparable over time and between places.
Every indicator simplifies, so a set of indicators beats any single number.
What an indicator is for
Definition
A sustainability indicator is a measurable quantity that shows how a system is changing and whether that change can continue.
Indicators do three jobs: they show where you are now, they show which direction you are moving, and they let you compare one place or one year with another. If a measurement cannot do all three, it is data but it is not much of an indicator.
Pick indicators from several families. One family on its own gives a flattering or terrifying picture depending on which one you chose.
The ecological footprint
Definition
The ecological footprint is the area of land and water required to supply everything a population consumes and to absorb the waste it produces.
It is usually given in global hectares, either for a whole country or per person. The clever part is that it converts everything — food, energy, timber, concrete, waste — into one unit: area.
Its partner is biocapacity: the productive area actually available. Comparing the two gives a straight answer to a straight question.
You can overshoot for a long time, in the same way you can spend savings for a long time. What you cannot do is keep it up.
What makes a footprint big
Diet — meat and dairy need far more land and water per calorie than plant foods.
Energy — fossil fuel use adds a large carbon component, because absorbing the emissions needs area too.
Transport — especially flying and private car use.
Consumption of goods — how much is bought, how long it lasts, how much is thrown away.
Waste and recycling rates — landfill and incineration add to the footprint; recovery reduces it.
Population — the national footprint is per-person footprint multiplied by the number of people.
A trap worth avoiding: a country can have a small footprint per person and still be in overshoot, if its biocapacity is small. And a country with a huge footprint can be in surplus if it happens to sit on enormous forests. Always compare the two, never quote the footprint alone.

Where the footprint really is. Much of a wealthy country’s footprint sits in other countries, in the farms and factories that make what it imports. Indicators measured at the border make a country look cleaner than it is. This is called outsourcing the footprint, and it links straight back to environmental justice.
Judging an indicator
🧩 Five questions to ask about any indicator
What exactly does it measure? Name the quantity and the unit.
What does it leave out? Every indicator has a blind spot; find it.
Can it be repeated? If the method changes, this year cannot be compared with last year.
Where does the data come from? Estimates, models and self-reported figures are all weaker than direct measurement.
Who is using it, and for what? A number chosen to make something look good usually has been.

Easy way to remember it
Footprint = what you take. Biocapacity = what is there. Footprint larger than biocapacity means you are in overshoot, which is just the natural capital page with a different label on it.

Point 1: the definition
The ecological footprint is the area of land and water needed to supply what a population consumes and to absorb its waste.
Point 2: the unit

Point 3: the comparison
Biocapacity is the productive area actually available. If the footprint is larger, the country is in ecological deficit or overshoot.
Point 4: what that means
It is using resources faster than they regenerate, so it must import biocapacity or run down its own natural capital.

Suggest three reasons why the ecological footprint per person is much larger in one country than in another. (3 marks)
Reason 1: energy
Higher fossil fuel use per person adds a large carbon component to the footprint.
Reason 2: diet and consumption
A diet high in meat and dairy, and higher consumption of manufactured goods, both need more land and water.
Reason 3: waste and technology
Lower recycling rates and less efficient technology increase the area needed to absorb waste.
Energy, consumption and efficiency explain most of the gapsay “per person” — a large population alone explains a big national footprint, not a big per-person one

Evaluate an indicator
Evaluate the use of the carbon footprint as an indicator of sustainability. (4 marks)
Strength 1
It is simple, widely understood and measured in a single clear unit, so it can be compared between countries and over time.
Strength 2
It targets the pressure most directly linked to climate change, which is a global priority.
Limitation 1
It ignores biodiversity, water use, soil and pollution, so a low-carbon activity can still be unsustainable.
Limitation 2
Emissions from imported goods are often counted in the producing country, which flatters the importer.
Judgement
Useful as one indicator among several, but misleading if used alone.
A sharp measure of one pressure, and a poor measure of sustainability overallthe outsourcing point is the one that separates good answers from average ones
💡 Exam tips
Always give the unit: global hectares for the ecological footprint, tonnes of CO2 equivalent for carbon.
Never mention footprint without mentioning biocapacity. The comparison is the point.
For evaluate questions, name what the indicator leaves out.
Use the word overshoot for footprint above biocapacity.
Remember footprints can be outsourced to other countries through trade.
Link indicators back to natural capital: they are ways of checking whether the stock is shrinking.
⚠ Common mistakes
Defining the footprint as just land used. It also includes the area needed to absorb waste.
Quoting a footprint with no biocapacity. On its own it says nothing about sustainability.
Treating the carbon footprint as the whole picture. It covers one pressure out of many.
Forgetting per person versus total. They lead to completely different conclusions.
Assuming indicators are objective. Someone chose the method, the boundary and the units.
Ignoring trade. Consumption in one country creates footprint in another.
