The Rise of the Environmental Movement

Perspectives do not only vary between people — they move across whole societies. Something that was ordinary in 1950 can be unthinkable by 1990. This note is about how that happens, and about the handful of books, disasters and agreements that did most of the moving.

Why perspectives shift

A society’s environmental outlook is not static. In the 1970s, and to some extent from the 1950s onwards, there was a marked rise in environmental awareness across many industrialised countries, largely driven by campaigns against pollution.

Three kinds of pressure do most of the work:

What the environmental movement is

The term describes humanity’s increasing awareness of the damage being done to the environment, and of how much the health of the planet matters. It is not one organisation. It is a very diverse collection of individuals, organisations and initiatives held together by a common goal: addressing urgent problems such as climate change, pollution, habitat destruction and species extinction.

What it promotes is fairly consistent — sustainable development, responsible resource management, conservation of biodiversity, and a shift to cleaner renewable energy. It pursues those through two routes at once:

You do not need every example from every category. One you can explain properly beats six you can only name.

If you learn one item from this table, make it Silent Spring. It is the cleanest example in the whole syllabus of a single piece of writing changing a society’s environmental perspective, and it links directly to pesticides, food chains and bioaccumulation later in the course.

How a shift actually happens

Chernobyl is the clearest example of the whole loop running: a disaster, then public fear, then tighter regulation, then a lasting shift in how nuclear power is discussed.

Reading behaviour-time graphs

These graphs show how a specific behaviour changes over time, and they are the standard way of seeing a perspective shift in the data. A graph of smoking rates, for example, shows decades of decline driven by campaigns and rising health awareness, with visible dips during specific quit-smoking campaigns.

The same approach tracks littering, water use, recycling, uptake of renewable energy, public transport use and meat consumption. Long-term studies also use them to record shifts from traditional Indigenous lifestyles towards globalised ones — changes in clothing, housing, possessions and diet over time.

Before you interpret one, check the axes, the labels and the units. A graph showing “thousands of tonnes” behaves very differently from one showing “percentage of households”, and mistaking one for the other has ruined a lot of otherwise sound answers.

Explaining the influence of one event

Explain how one named publication contributed to the development of the environmental movement. (4 marks)

Step 1: name it precisely Silent Spring, written by Rachel Carson and published in 1962. Step 2: say what it argued It set out how the pesticide DDT passed along food chains and accumulated in top predators, causing harm well beyond the pests it targeted. Step 3: say what changed It produced widespread public concern about pesticide use, and about chemical pollution more generally, among people who had not previously thought about it. Step 4: link to the movement That concern fed into demands for regulation and testing, and helped establish the idea that industry should have to prove a chemical is safe rather than the public prove it is harmful. Name, argument, public response, lasting consequence the fourth step is what most answers miss — “raised awareness” on its own is not an effect on the movement

Comparing two kinds of influence

Compare the role of environmental disasters with the role of international agreements in shifting environmental perspectives. (4 marks)

Similarity Both push environmental issues up the public agenda and can lead to changes in law and regulation. Difference 1: speed Disasters such as Bhopal or Chernobyl change public feeling very quickly, because the harm is visible and immediate. Agreements such as Kyoto or Paris work slowly, through targets and reporting. Difference 2: direction of travel Disasters generate pressure from the public upwards. Agreements impose commitments from governments downwards. Difference 3: durability Public alarm after a disaster fades; a treaty creates an ongoing obligation, though only as strong as the willingness to meet it. Disasters shift feeling fast; agreements shift structures slowly “compare” needs at least one similarity as well as the differences

Interpreting a shift in a graph

A behaviour-time graph shows household recycling rising steadily for fifteen years and then levelling off. Suggest two reasons for the change in gradient. (3 marks)

Reason 1: the easy gains are used up Households willing to recycle have already started. The remaining non-recyclers are the hardest to reach, so each additional campaign achieves less. Reason 2: a physical limit Not all household waste can be recycled with existing collection and processing, so the rate approaches a ceiling set by the system rather than by attitudes. A third possibility worth a mention Campaign funding or public attention may have fallen away once recycling stopped feeling like a new idea. Diminishing returns, plus a structural ceiling a plateau almost always means either the willing population is exhausted or a physical limit has been reached — check for both
